Abraham Akpan
Akpan Abraham is a senior technology and development executive with over a decade of
experience designing and delivering large-scale digital economy, workforce development, and innovation programs across Africa. He currently serves as the Country Manager, Nigeria and Sub-Saharan Africa at Tech4Dev, where he leads regional strategy, government engagement, and multi-country program execution focused on digital skilling, employability, entrepreneurship, and inclusive economic growth.
Abraham is widely recognized for his expertise in digital skills policy, innovation ecosystem development, public–private partnerships, and future-of-work strategies. He has led and advised initiatives implemented across more than 30 African countries, working closely with national and sub-national governments, development agencies, and global technology companies to translate policy ambition into scalable, measurable impact.
His portfolio includes landmark initiatives such as the $200 million Sierra Leone Innovation Fund, national investment readiness and outsourcing frameworks, and continent-wide digital skilling programs that have reached hundreds of thousands of beneficiaries. He has mobilized and managed over $5 million in funding, supported startup ecosystems, and helped create job and livelihood
pathways for tens of thousands of young people, women, and underserved populations.
Prior to his current role, Abraham served as Chief Programs & Operations Officer at Tech4Dev and Taltrix, and earlier as an Acceleration Manager at Co-Creation Hub (CcHUB), where he managed high-impact programs for institutions including Microsoft, Google, Facebook, the African Development Bank (AfDB), the EU, FCDO, USAID, GIZ, and the British Council.
Beyond executive leadership, Abraham is an active global speaker, facilitator, and educator. He has spoken at regional and international forums, led executive and leadership workshops, and teaches Innovation and Design, contributing to the development of Africa’s next generation of leaders in business, technology, and public service. Abraham holds a Master of Business Administration (MBA) and is currently pursuing a postgraduate degree in Public Administration, strengthening his work at the intersection of governance, policy,
